I checked and as of 2023 both companies do offer products for the 5th gen 4Runner. The Hypertech is plugged into the OBDII port and apparently recalibrates the ECU. The Rough Country looks like it is installed in-line behind the instrument cluster and stays connected.

The hypertech also installs behind the cluster and stays there. I have one but have not installed it yet as i am still only running 33s.
