My '90, '00, '08 and '19 were/are the same way. I chalk it up to a system that doesn't have the best feedback/response time coupled with an engine that's not loaded with torque. I have a Mustang GT that will sit in 5th gear with cruise control on and it will climb a wall without needing to downshift.
