I don't know if Toyota would do it for this department, but they 'sponsor' the ones used in San Diego for beach patrol. So, it could be one of those that are sold from one department to another, or it was an outright push from the manufacturer.
Plus, being a fleet manager in a government agency, I can vouch that the government price would be a good deal less than the deals you and I can walk into a dealership and get. Plus with the lower prices, options are easier to add if there's even the slightest reasonable request. Or even a package deal that has a rebate attached to it for upgrades.
I spoke with one of the SDFD lifeguards, and they have an excellent point for having crawl control, etc. when they're in the sand. They even train with the 4R's in a pile of loose sand to understand A-Trac and crawl control.

Here in Sonoma county we're wildfire central, and I've never seen a government 4Runner...lots of Explorers though.
...and you guys not from California commenting on the political and taxation climate really have no idea what you're talking about. Not everyone here is progressive (I'm certainly not), and we get just as screwed by the conservative federal government as we do by any local leftist. Case in point...thanks to the white house's brainiac tax plan capping mortgage interest and property taxes at a $10k total deduction, I'll leave about $30k on the table this year. Whoever said it's good for all or for the middle class is lying to you.

Update
I've just seen another City 4Runner in regular SLO city livery. Which leads me to believe the city bought them through Toyota and got some sort of discount as a previous poster mentioned. Now I'm waiting for them to hit Public Surplus so I can pick up an ORP for pennies on the dollar... Maybe 5-10 years?
