This is a great feature and I have had it on other vehicles. It helps cool off the inside really fast.
Im not familiar with Carista. I guess I can learn about it and Techstream too.
Why wont the dealer engage this feature if it's available???

Maybe because the typical driver will get confused and not understand why all of their windows rolled down in the rain "for no reason" just because they unlocked the car. I do wish the windows would roll up with the remote like Audi/VW, etc. Actually, I think the dealer will reprogram most of the options upon asking. I also got rid of my seatbelt and open door chimes.

It is a violation of federal law for a dealer to defeat a mandated safety device. The chime is mandated in the Federal Motor Vehicle Safety Standards and they could be fined quite heavily if they turned it off.
Nothing keeps an owner from turning it off although I can't imagine why you would want to.
In addition, some states check for the chime during their periodic safety inspections.

Audi/VW does not allow you roll up the windows via remote. Again the FMVSS preclude this except in very limited circumstances (within 6 ft IIRC).
The reason for this is because a child/animal could have a body part hanging out the window and the auto stop could be defective. Accordingly, by either not allowing this (or withing eyesight - those 6ft), you are possibly reducing injury.
VW/Audi and some other cars will allow you to roll up the windows using the key in the door lock - turning towards lock and holding for a few seconds rolls them up - towards unlock rolls them down.

Ok. My old Mk IV Golf windows went up and down with remote. My son's MkV GTI and my friend's Passat W8 do too. If you look across the internet you will see this is pretty common. I'm pretty sure I have rolled them up from at least 50' away because I could look out my window at work to where I parked and if it looked like rain, up they went. That's why I'm disappointed when I get other vehicles that do no do that.
Almost all cars that have remote down windows will allow you to roll them up with the key inserted as you described, even the 4Runner which tech-wise is about 10yrs behind the times.

Yeah its not a feature I really care about, but I'm always looking for things to override the stupidity of Toyota. I mean I paid for all this safety tech on my 2020 and I have every bit of it turned off.

Maybe I wasn't clear - the only option that dealer may not enable is the seat-belt chime disable. The windows arent an issue. Also, in the owners manual is a list of other customizations that can be done by the dealer (or tech stream or carista)

Yeah, but I never thought of turning off chimes for seat belts and open doors or how the windows roll up and down as a safety issue. I would never forget to put on seat belts but if I had to drive over to the barn across a field I might forego that step. As for doors, there is that pesky light on the dash. I do like the adaptive cruise and crash avoidance stuff though.

Yeah when I had Jeeps I turned off the seatbelt chime as my first mod before I drove off the lot. Adaptive cruise is so annoying to me. I just want to slow down when I want to not when the car in front of me does. I've been driving for 32 years and never had an accident because of cruise control. As far as crash avoidance, I want last second crash avoidance not 1/4 mile crash avoidance. If companies want to give me safety features, then make my 4R suddenly take flight to avoid being T-boned or rear ended.
As long as all safety features can be turned off then I'm fine with it. Hell, if I don't want to wear a seatbelt that shouldn't be mandated by law just like if someone doesn't want to wear a helmet. This new generation grew up with all this tech so they never knew the freedom of driving a car. And many people have been driving with this tech for a decade, but since I've been driving Jeeps I'm just not used to it yet. Others are used to all the beeps and vibrations.

Here's the reg. I was wrong when I said 6ft. The reg states 6 meters.
If your fob worked from 50' away to roll up the windows , then somebody deactivated it with VCDS.
The reg states in part:
S4. Operating requirements. Except as provided in S5, power operated window, partition, or roof panel systems may be closed only in the following circumstances:
(d) Upon continuous activation of a remote actuation device, provided that the remote actuation device shall be incapable of closing the power window, partition or roof panel from a distance of more than 6 meters from the vehicle;
