If I had a bone stock SR5 (which I don't) and someone gifted me $1,000 (again hypothetical), I'd put it towards a locker. Tires are a great choice, of course, but their lifespan is fleeting. While a locker is just as useful and will last the life of your vehicle. So every time I flipped the switch I could say "Thanks mysterious benefactor".
However if we're talking about me, and my modified ORP, I'd get one of the items from my wish list the boy in me has always wanted, but the man in me can't quite justify... like a winch!

Not that great a deal. Discount runs ~$160 a tire for the Terra Grappler G2s and those rims are at most $200 a piece (and can probably be found cheaper). When you factor in mounting, balancing, etc. you probably aren't getting fleeced, but could probably piece-part it for at least $100 to $200 cheaper.
Better tires out there than the G2 also in my opinion. Falken AT3W in P-metric is only about $145 a tire also (thus, cheaper).

I guess I'm gonna go with tires first... maybe before it hits 100 miles. I'm likely going with KO2s because the minivan-like Bridgestones aren't going to cut it.

The $1000 would be an initial deposit into my fun and projects savings account that I would continue to deposit monthly payments into until I could buy a proper roof rack, and get rid of this prinsu/cbi pos.

Great answers from everyone. Last owner installed H/T tires 5 months ago, but tires & wheels is definitely a top choice of mine.
I actually received $1,008 insurance settlement from a recent rear-end collision i experienced in my GFs camry.
20 year old kid towing a bunch of crap, downhill intersection, underestimated his heavy load, hit the brakes too late and rammed me.
I usually pay off debt or bills, but my GF suggested I treat myself for once.

To avoid welding. Welding will compromise any anti-corrosion metal treatment from the factory, prevents easy removal, and is not completely reversible.
I have not heard of bolt-on sliders failing on 5th gen 4runners. For a dedicated rock crawler, sure, I might weld them on, but not a daily driver.
Why would you not choose bolt-on sliders for a 5th gen? Have you seen them fail?
