I believe there's a setting via the Techstream to default it off when the vehicle starts. Otherwise there is a TSB to permanently disable the system, though it's not exactly sobering I would recommend. I can't remember what thread I posted the TSB in... but it's here in the 5th gen section.
I will note, that disabling PCS permanently will eliminate your radar cruise feature (but you'll have normal cruise control still). You can have the sensor calibrated to the new relative height, but there's no guarantee that the PCS, Radar Cruise, and/or related functions will work as designed because you've changed the operating parameters of those systems. That being said.... a lot of the customers around here that have lifted vehicles seem to be going okay? Knock on wood... but likely if you got into a collision, you'd be SOL as Toyota would simply point out you modified the vehicle and rendered the certain safety systems invalid and in not sure how an insurance company would treat that situation.
