Manufacturers are required to send out recall notices to the last known registered owner. Unless something was submitted by the wrecking yard, you would still be it. I am a fleet manager, and when I get notices of vehicles we no longer own we submit a form (usually part of the recall notification letter) stating that. Sometimes the change of ownership is missed, or sometimes it went from us to the auction and then it's sitting at a dealership so no new registration has been done.
What the rep said
might be true, but if Toyota follows the rules, you wouldn't be on the list any more IF there was a change of ownership shown.
