Ford is required by FMVSS/DOT to put clearance lights on the Raptor. If they didn't meet the letter of the law, they wouldn't be permitted to sell the vehicle. Personally, I think they found an elegant solution to not putting hideous cab lights on a sporty upmarket truck.
None of that changes the fact that they serve no purpose on a 4Runner other than to those who like the look for whatever reason.
