How does one remove the inner fender liner?

Can the front inner fender liner/ wheel well be removed without pulling the bumper cover?

Never tired it so not sure but the bumper can come off in stages before completely removing it. Start with the inside fender screws and underneath bolts / tabs and give a yank to see if you can do it. If not, remove more and continue off from there.

Slow and steady until you get to where you want to be.

I tried to do this the other week, it's possible. I had removed my front bumper cover, but you don't need to in order to remove the wheel well.
The screws around the outside are easy, 10mm socket. Same for the ones in the mudflap.
The front at the bottom of the bumper are a couple push rivets that are pretty simple if you pull out on the center post first.
The PITA are the plastic push clips all around the inside of the liner. They're round on top but are square posts with the tabs on 2 of the 4 corners. From the outside of the vehicle there's no way to tell orientation in order to try and compress the tabs. I just watched a video on the body mount chop which said you're further ahead to just order replacements and tear or cut off the ones in there. You'll save a lot of time and headache. It took my an hour to remove the first one, 5 seconds to remove the second (dumb luck), and I spent another 40 minutes trying to remove the 3rd before I gave up. Just cut the plastic heads off and get new ones. That's all that's holding the wheel well liner in place.
It might be easier if you peel the corner of the bumper cover off where it meets the fender, but you don't need to remove the whole bumper cover.

If you're removing the liner, you should be able to recover the plastic shafts you cut off so you won't have any rattles.

Like it was stated those tabs are the worst. Just cut them out and replace.
