I wonder if some models of Toyotas in the recall have a panel and some don't. The service guy doesn't know which ones do or don't, and the service manager doesn't have time to educate them or trust them to remember which models do and don't, so they just tell everyone to remove any car seats from the back and then it's never a problem.
I think they'd probably prefer empty fuel tank if possible.

I've deleted my 2nd row and I don't remember seeing any sort of fuel pump hatch under the carpet. Wasn't really looking for one tho.

If I recall they can release the electrical connection from a small hatch under the back seat. They actually need to drop the tank to change out the pump. I have a 2014 Trail and they dropped the tank to change mine out.

I've replaced my fuel pump on my 2011.
Under the rear driver's side seat, there is a small access panel that allows you to disconnect a wiring harness from the top of the fuel tank. It is impossible to replace the fuel pump without dropping the tank or cutting a big hole in the body.
ETA: 4th gen looks exactly the same as 5th gen, so if you are interested, watch this youtube video of someone cutting open the body to get the fuel pump through the cab.

This is what the access hole looks like
You have to unscrew that large round plastic piece and remove this very large assembly that contains the fuel level sender and the fuel pump buried within it.

When my 2014 SR5 Premium went in for the fuel pump recall, they put it up on the rack, dropped the tank down partially, disconnected the harness, lines, dropped the tank and changed the fuel pump. Went back in reverse order.
Never removed the seat or got into the T4R as it was on the rack when it was replaced.

After finishing mine up, I planned to do it this way if I ever had to drop the tank again. Easier to reach around the side of the tank than pull out the rear seat and carpet for the access panel.
Without aftermarket skid plates or rusted bolts to deal with, removing the tank is easy, just 2 straps/bolts holding it in place.

So after a few emails I finally got to the bottom of it. The service advisor is obviously an idiot and a liar his boss confirmed the tank was lowered to replace the pump. Upon further inspection in the daylight today it appears that the bolts holding skid plate and straps are freshly over torqued.

I would recommend you take them out (one at a time) and apply anti seize to them, especially in MI. I live in the desert and mine welded themselves in place to the point that I had to break off the threaded inserts in the frame to remove them and had to drill/tap new ones in the frame. It's not as strong as the original mounts, but my skid plate could easily support the tank without any straps.

ugh you guys are making me nervous. I guess I'll look closely in a few weeks when I have her up on the lift to change the oil and rotate the tires.
Had mine done yesterday.

The dealer did my recall / low pressure fuel pump replacement last week. The dealer (Bristol Toyota) told me that they needed access to the wiring ------under the seat, so I had to empty out the car, and they could only do the job if there was less than 1/3 of fuel in the tank.-------because the DO drop down the entire tank...........claim was it is a 5 hr job, so I had to leave it overnight....took my bike so I could get home--- no loaner car as part of the recall.
As far as I can tell they did the work and did not destroy anything?
