I think you have to figure out how the system works. By that I mean systems where you can set a temp in degrees, have control programs that use sensors that tell a computer to make adjustments to keep the temp where you set it. Perhaps previous work like air bag replacement created problems. A connector could have been left off or similar issue could affect how the system functions.
Our SR5 doesn't have the ability to set the temp in degrees, so it's pretty basic. The other causes could be a duct (removed for air bag replacement or other service) or a blockage (check cabin air filter) there have been reports of leaves and other stuff found in the filter area. I'd also scan for codes - sensor failure, etc.
