Where the confusion comes from is Toyota, for years, offered TWO different navigation systems: the "connected" navigation system, and the "integrated" navigation system.
The integrated navigation was completely self contained with the map data in a memory chip, while the connected navigation system relied on getting the map data through your cell phone. The connected navigation was free for a period, but then required a subscription (plus data usage on your cell phone).
The connected navigation system was terrible, to say the least, with many, many complaints.
I just looked at the sales brochure for my 2018 4Runner, the connected navigation was standard for the SR5, but the integrated navigation was an extra cost option (standard on the SR5 Premium and above).
