Just talk about it incessantly. My wife got fed up and practically begged me to mod.
Instead of asking:
“Should I get A for the 4runner?”
Replace with:
“Should I get A or B?”
A or B:
Lift : passenger-load reinforcement
Roof-rack: luggage expansion
Tire : all-weather traction enhancement
Sliders : heavy duty support steps; ding guard
Congratulations. Enjoy adding B.

We once got stuck on a 2 hour drive home for 7 hours, due to fires, accidents, etc on the only route back. Wasn't sure if the stock tires/ride height/lack of armor could handle the unmaintained if not some what sketchy 4x4 and fire roads reliably with out any type of assistance and with being outside of cell phone range the entire time.

Actually take the 4runner (and the wife, ha) on some trails or light off-roading. Get her involved in a way that she can see the immediate benefits of some mods. Don't go on your own and get stuck, because then the response will be to stick to paved roads. Try to access parts of nature that are worth the effort, and perhaps she'll see the benefits too.
Does it snow where you live? A set of AT tires are "almost" as good as actual snow tires.

This! My wife and I have always hiked, climbed and spent time in nature. Going wheeling and experiencing "overland life" has been an awesome way for her to get into vehicles. I got my wife interested in it and now the 4Runner is actually hers, I need to have an HD for work (Cummins becoming a Powerwagon slowly). It's fun now that she is into it because she gets excited about mods too and keeps her own list of wants/needs for trips.

You also have to realistic. Very few mods for the 4runners are "cheap", so your budget is a big factor there. Spend the money on things that make the most sense, and buy once, cry once (as best you can). Good tires, rear diff breather, recovery equipment I would say are great places to start.
Personally, I'm trying not to upgrade things "just because", and wait until the ends justify the means. However, there's absolutely nothing wrong with changing things for the aesthetics (I have 90% of the chrome blacked out on my Limited).

Ask her if you give up drinking, smoking and eating meat for a year then can you buy parts X,Y and Z for $12,000 and see what she says. If it's a deal, then, be a man, dont cheat by going to McDonalds at lunch time or anything similar, then you can waste that $12k on the after market 4Runner monkey business you think is so important. (BTW its not that important ... these trucks do an excellent job in 99% of most of the situations 99% of the owners put them in)
For me a happy marriage is much more important .
I have something unrelated that I have been waiting 10 years to buy and I will buy it now primarily because Im the first one in line on a model so new its not even named yet. I have offered my wife the same amount of money in cash for her to do what she would like with. She turned it down and Im not surprised because thats not the kind of relationship we have.
