OK, I got some answers and more questions. In short, it may have something to do with the Remote starter kit.
First, there is no blown fuse, main fuse box under the hood, and fuse box under the driverside dash. I checked them all.
Here is what happened. I went unpluged and checked all the fuses under the dash, yesterday. Nothing wrong. Today, I did the same thing to the main fuse box under the hood, engine off, key out.
One of the things I noticed was when I unplug the 10A fuse labeled as "ECU-B", I heard a distinct "click", like a relay. Checked it with a Fluke meter, good, plugged back.
I kept on finished the rest of the fuses. Went to start the engine, the tailgate wiper retracted and the window operated normally.
I thought the problem is solved, but it's not. I tried to turn on the tailgate wiper, it would came down, made 1 single swipe, then stuck again.
I turned off engine, unplug, plug back the "ECU-B" fuse, with the wiper switch at off position, it would retract. If the wiper switch is at Run position, it would run once, then stuck.
If I unplug the "ECU-B" fuse, the remote start would not work, no beep, nothing. I can still start the engine with the key, but some dash warning light would come on.
Now question, is "ECU-B" fuse for the BCM(Body Control Module)?
Accessorides remote starter kit does plug into the BCM under the dash.
