Your salesman is wrong. All Toyotas since the carpet debacle ten or so years ago come with anchors to hold the mats in place, whether they are carpet or all weather. My 2013 RAV4 had them.
Look on the window sticker (required for all new cars sold) for what is standard or an extra cost accessory. If an extra cost accessory, they are installed in lieu of the carpets.
There is no "carpet" cargo mats; only the "mouse fur" glued on the hard substrate. But there is an all weather mat available if not installed as an accessory.
For those that may have the third row seating, there is a difference in the cargo all weather mat. The one available in the USA has to be removed to raise the third row seats, but there is a better one available from Canada Toyota dealers that does not need to be removed, and even has an all weather covering for the back of the third row seats.
