What's the backstory here? Were you working on the steering wheel? Did the horn stop working out of the blue? A little more detail would be helpful. Yes, the clock spring assembly is expensive and could be the culprit. I believe there are also two horns, one for the alarm and another louder one for driving.

Airbag clock spring costs $544 (online part order with discount) for my 4Runner. Full retail is $750.

I know of a lawsuit where a vehicle owner was seriously injured when a technician improperly installed a clock spring. Airbag deployed when the driver turned steering wheel to full lock with their arm draped over the wheel and their head turned about 90 degrees resulting in a broken arm, dislocated shoulder and a serious neck injury.

Check fuses/relay and all. My Matrix horn quit on me so I put a Fiam in but the connector was different so I cut the OEM connector off and used a spade connector that I had laying around. Worked fine for about a year then quit. I removed horn and connected to battery, worked fine, Checked relay, fuse took horn cover off steering wheel and all looked good. Looked at spade connector I had used and it was dull in color, snipped it off and installed a new one and bang! Horn works fine!
You never know!
