Fender Liner Removal

I have removed the liner grommets and screws and thought that it would separate easy from the fender lip, but it’s not. Seems like there is something I am missing because pulling on it is not really working. Anyone have a good tip for removing it? There is not one video or step by step that I was able to find on this topic for the 4Runner.
I am trying to fix my windshield washer fluid line that needs to be repaired and I believe that it’s sitting behind there.

Page 6259 of the Toyota repair manual (TOYOTA 2016-2019 4Runner Repair Manual RM27F0U) shows how to access the windshield washer tank.

I was able to get to the washer tank. That’s fairly easy and everything is good there. The line is broken just under the passenger side below the windshield. With the hood up I was able to pull the broken line out from there. About 1.5 feet pulled out. I will try to unzip it, I remember seeing that document posted here before, but had trouble unzipping it since I don’t use Windows any longer.

Liner removal is a PIA. I had to remove to install a snorkel. So many clips. I ended up removing the flare also and broke nearly every clip on the flare. If I had to do it again I would just order the new clips(amazon) ahead of time and drill every single one out.

The videos I've watched on snorkle installation have all said the fender liner was the most difficult part of the project.
