Strange Steering Chatter only after sitting in park

Here is a strange one. I have this hollow knocking in my steering wheel when driving at a crawl over uneven road with small dips and cracks. But thats is not the weird part. It only happens after sitting in park with engine on for 30-40 min interval.

What do I mean?

Ok, every AM I take my daughter to school and have to slow crawl a line of cars to drop her off, simple, no clunking, same pavement, steady driving after pulling in. Then, When I pick her up I have to get there like 30 min early and sit in line. After that pause, I drive the same pavement and its a constant knock and chatter in the steering wheel. I can hear it in the cabin sometimes too. Every time car rocks or goes over the smallest uneven pavement it knocks. Clink, Clunk

Consistently, same school drive way. Nothing in the AM because I am not sitting Im just cruising thru and dropping her off. But in afternoon after I sit in car while its running, the knock/Chatter is very bad. Put in on lift and nothing is loose. Changed Sway bushing, sway end link, drivers side CV, Drivers side end link. Toyota can't diagnose because they won't sit with me in the car in park to activate the chatter. Any ideas?

That is a strange one. Only suggestion is to check the level of the power steering fluid.
