its not street legal. Will you get pulled over for it? Depends on the cop. Can they ticket you for it if they do? Yes they can.
headlights look to be 2010-2013 trail edition OEM but i'd inspect the headlights to make sure theyre OEM. AFtermarket lighting is trash. I don't care how many thousands you've paid for them. They all fail/fade/crack before OEM lights do.

Yes I would not do it.
But I see many people with black out lights. but when the lights are on, you can see the red coming out. When they hit the brakes it gets brighter.
Surely not legal in CA, but, I see all sorts of crazy stuff on the LA freeways.
Blue, red, or green parking lights on the front, green headlights, truckers seem to like purple, tinted license plate covers, etc. Seems like a free for all now days.

That taillight fad is over 15 years old and illegal. Seen various versions from clean looking to stupid dark to the point that drivers can't see them when braking.
Talking about lights, is it only on California where people are copying the raptor lights? Why would anyone want to make your 4runner or any other Toyota look like a Ford? Very similar to putting light up washer jets on the hood like good old days.
Legality aside, would any sane person really want to black out / darken / reduce the output of your tail lights, or more importantly your brake lights? I think not.
As an aside, my friends in law enforcement have two words to describe this kind of hack mod; probable cause. Translation: A great excuse to pull you over and find that half empty six pack beside you. But, you can't fix stupid.
