Well the others I bought in the past were all folded paper; no foam. This one I bought last week is about half the depth of the previous air filters. I can't stand Don McGill Toyota. Really all dealerships I've dealt with.
At the dealership today for oil and etc... knowledgable parts guy said the paper air filter part number had been updated (for the standard paper filter for our 5th gen 4r's) - maybe they made it thinner to cover the TRD CAI also?
The TRD oiled filter and cleaning/oil kit has been discontinued, he confirmed this also.
No update from Toyota as what replaces it? I know you can use the paper one or K&N but I'll clean/oil and reuse mine as long as possible (I also have a new backup one) - and if I can't get Toyota's clean/oil kit anymore I'm sure the K&N stuff is pretty close to the same.
Strange they would discontinue it without an update? Even if there's an engine change coming down the pipeline still should be able to get specific parts.
And also as mentioned the paper filter from the factory does have an extra small layer of foam for specific geos. Helpful in sandy high dust areas.

Hmmm ... seems to be a lot of anxiety about the air filter. When I replaced the filter the first time on my ‘18 late last year (bought the truck used in July, 2019), I bought one at my local Carquest and bought their Carquest “blue box” filter. I let the counter person look it up by application and I got a nice, thick filter with the foam rubber.

I order 1780138051 every time I change it! Appears to be much better construction, however I’m sure the other cheaper version Toyota sells is good too! Key is change intervals more than anything. Gotta keep that MAF sensor nice in clean!
