With the spacer between the strut and the body mount, the spring/strut length is the same, thus as you stated, there is no spring preload.
The wheel down travel is limited by the shock, but that travel distance is the same with or without the spacer.
Like wise, the wheel up travel is limited by the bump stop at the top of the shock, but that travel distance is also the same, with or without the spacer.
