I've driven/ridden on all the tires mentioned so far, and several more.
When looking for tires for the TRD ORP, I wanted tougher than the stock Dunlops/Bridgestones, great wet and snow traction, decent on trails, and quiet.
They are quieter than the tires mentioned so far, and have been great in every situation I've tried them in so far.

Not super common, but my Pirelli Scorpion AT+ have been awesome on and off road. 285s just as quiet as stock, and grippy in heavy rain and light snow on the road. I have kdss, pedal commander stays on sport+4, and I drive like an A-hole.

Another vote for KO2s. They are silent for a chunky AT

I've had 285/70 Wildpeak AT3W's on my runner for 53,000 miles (can probably make it another 15k easily), they've been awesome, and they're JUST now starting to make the tiniest bit of road noise.

Bf Goodrich KO2 and Falken Wildpeak.
Can’t say I’ve tried all the other tires but I’ve had passengers mention how they can’t believe we were rolling on AT tires. That’s all that matters.

Toyo AT3's are quiet when new. I think any AT tire is going to get noisier as they wear, it's kind of unavoidable.
For minimal offroad use, I would look long and hard at those Yokohama G015. Great value too.

I think fold sleep on how good these tires are, especially in snow and wet conditions (PNW).

I don't know if I had a bad set, but I found my Falken Wildpeaks to be pretty noisy. Great tires for sure, but I eventually sold them to a friend.
I replaced them with General Grabber APTs which are the sort of middle ground between General's HT and ATX.
I've been very happy with them so far from a noise perspective. I think all tires will start to get louder within probably 2-3k miles, but YMMV.
If you haven't watched Tyre Reviews, they're a fantastic resource:

KO2s are not as quiet as people seem to say, at least not once they get down to 50% tread or so. That's how mine are getting.
Overall, the larger the treadblocks, the louder the tire is likely to be. Larger treadblocks are also more prone to cupping and feathering, which will contribute to the noise.
