Yes, rotors can cause vibration at high speed and other speeds as well. If the rotor get really hot (hard braking, extended downhill braking) and is then cooled too fast, the rotor can warp, causing a vibration.
Also, if you do a very hard brake and the tires slide, you can flat spot the tires which will also cause a vibration.
Nothing you can do about either of those except replace the rotor/tire causing the problem.
