You hit the nail on the head, the measured size is always unladen (and therefore larger). I think what great.divider was getting at is that the measured diameter of a 275/70/17 is not the same as a 265/70/17.
Per Tire Rack's measurements of BFG KO2:
265/70/17 = 31.6"
275/70/17 = 32.2"
285/70/17 = 32.8"
So, 275s are 0.6" larger than 265s, just as 285s are 0.6" larger than 275s. Of course these measurements can vary between make/model, and may not always be consistent.
By the way, I dig your table... I don't have it any more, but back in my jeeping days I put together something similar for compressed/extended shock lengths while attempting to maximize travel.
