I don't think Toyota, as is in the factory, ever has.

That sounds like one of those packages sold by the GST (Gulf States Toyota) or SET (South East Toyota) distributors.

Of course any Dealer can put on whatever tires they want, usually for a significant ADM (Additional Dealer Markup).
