What's a good hitch mount cargo rack, something solid, with enough ground clearance for light off roading? Do the folding one rattle like crazy?

I have the MaxxHaul cheapo off amazon. It's light, strong and haven't had issues with it carrying a full cooler and a bunch of other stuff to the beach. Only downside I guess is that its square aluminum, so ratchet strapping can be a little wonky with the round hooks. I like the extra clearance yours offers too with the raised hitch. Otherwise, for the money I've been happy with this.
I have this one from Amazon that works well. I've had 500+ lbs of concrete pavers on it before. I've also used it for mulch bags and moving stuff from storage. Works well, is fairly sturdy, and the rails around the edges work well for straps.

We use the B-dawg drone with additional hitch to tow boat or bike rack, we never remove it. We are cautious about our departure angle when overlanding. There’s a clever apparatus to eliminate the wiggle in the hitch. We have room for two inflatable paddle boards, fire wood and a winnerwell stove.
Harbor Freight aluminum all day long. $100 bucks. Even less with a coupon. Light and tough. Mine is 10+ years old. Added a Rola bag to protect coolers and luggage when we travel.
That Curt one you had in the OP is what we have. Use it on long trips or to carry dirty equipment. Doesn’t rattle too much in the down position but does when it’s up.
