This is a $2400 package as OP states. They'd be turned into tire swings before I'd accept $1000 just because selling tires sucks. They don't get to become significantly cheaper because the buyer is ignorant, cheap or wheels used to be cheaper. This is a brand new set of wheels and tires, regardless of how used the buyer may think they are.

I've been modding cars and selling used parts since the mid 1990s. He'll be hard pressed to get over $1,000 for the set. It's a different clientele when dealing with the used market. Unless you have some really desirable or rare part, you're very lucky to get a 50% return on most any automotive part, regardless of use or age.
If I were him, I'd keep the tires and get different wheels if he wants a different look. The wheels would sell fast and he probably could get $500-600 for them.
