As far as the Toyota supply chain right now I have no idea, I just bought the normal filter a few weeks ago along with some TRD oil filters from my local dealer. Looking at toyota parts online right now, it shows the normal and the budget filter as not available
Also fwiw I have also used amsoil and royal purple oil filters and cannot tell them apart from the TRD oil filter side by side other than the TRD stamp, they are basically identical.

Interesting, thanks for the info. I just watched a youtube video from The Car Care Nut where discusses the part numbers. He indicated for the YZZ parts that in most cases the original part numbers are hard to get.

If by budget line you mean "sourced in the US." Some time back in the 90's Toyota started sourcing parts "locally" i.e. having them made in the US or at least North America. Most of the YZZ stuff just indicates that it was likely made by some sub-contractor for Toyota in NA vs. Importing the part from a factory in Japan.
I think you guys are mixing up that for a while Toyota tried to start a budget line of a things like Brake pads and such. Those brake pads had AZ numbers that were similar to the "good" factory brake pads, but the budget had a specific AZ#### series I think. I don't remember who made the pads, but they were notorious for glazing, squeaking, and pulsation for anyone doing a moderate amount of stop and go or heavy braking. I think they eventually discontinued those pads a couple years ago (after basically forcing dealers to order that stock) and then just quietly superceded some part numbers and issued a bulletin letting Parts and Service know that we would have to sell shim kits along with the old budget pads when doing a brake service (because the budget ones came with one-piece brake shims like a lot of crappier aftermarket pads).
Long story short, most YZZ part numbers are for service parts sourced locally through Toyota's supply chain. i.e. the old -YZZ20 suffix was for the more common standard Cabin Air Filters that come from the factory in most newer Toyotas. That was superceded now by -YZZ82, which seems to me to have similar filter media, but less pleat density. But the "premium" Charcoal Cabin Air Filters used in some Lexus and Toyota vehicles, or as an upgrade from the -YZZ20 ends with -YZZ10 (I don't remember if they superceded these as well, we don't sell a ton of them and I use a different carbon one in my 4Runner). Long story short, Toyota's part numbering system has gotten far more complicated than it originally intended to be because of their growth. I think they still have some oddball overlapping part numbers depending on country of origin, i.e. one part number in Japan for say an axle seal, might actually be a different part in the US. I think they fixed most of that in the 90's early 2000's? It's been a while since I looked into the parts side of things, I don't work in parts so it was more for fun/curiosity.
But I do think a lot of these superceded parts are because of material sourcing issues and so they're trying to stretch the supplies they have as much as possible. Now, whether or not they'll go back to the original "plumper" stuff when things smooth out... that will be the real question...

You might be right about the material sourcing issues. I found the thread below and it looks like the YZZ air filter has even changed. At one point it was essentially like the original air filter minus the foam pre-filter. Now it's half as thick.

Yeah, they used to come in the original box and so you'd be like, "what the hell is this a bag of chips?! It's mostly air!" and then after like a few weeks we got the "new" part number and smaller box.

Yeah I don’t see where it’s superseded, I do see it says “no longer available”. Spark plugs said the same thing a few months ago so let’s hope they come back online. Good thing I bought two crazy cheap on the last parts haul. I’m doubtful that less surface area offers the same filtration even if it’s upgraded material. But the “good enough” mentality is starting to take over at good ole Toyota.

Yup. If you're concerned, just go to Napa and get a Gold filter. They are Wix and are good.
FWIW, the Denso Toyota one in mine is the thick one, but interesting it has no prefilter. I bought the car in 2020 and I think it was a new one they put in.

You’re right. Looks like it was made in China. Order canceled.

Thats what i was gonna say, i get mine from local parts house. Basically identical to OEM and cheaper. I dont buy anything from dealer, even my oil filters. i Use Wix oil filters as well, cant remember if it was wix for the cabin filter but even that i buy from parts house.

Same thing here and recently. I need to change my filter every month because my intake duct is exposed with custom bumper.

Buy a quality washable dry filter and never worry about it again.
And if you value your money and the time it takes you to earn it, stop buying parts from the stealership where the mark up things 300%+ over MSRP because "they have to keep the lights on somehow". That is a direct quote from the parts guy at my local Toyota dealer.
OEM Toyota (and any other manufacturer) parts are readily available for much less through online vendors. Plan your maintenance and place order parts with ample time to do it or when you install a filter, order another to shelf until the next maintenance cycle that way you always have them on hand.
