The installed price is $600 (Canadian) for this, I really don't want to spend more than $1000 total. Keep in mind I'm in Canada so things are more expensive.

I had the ICTOY690s and they do sound much better compared to stock. You do not need a new head unit.
Not worth it, at C$600 it is intensely not worth it. You are paying a _lot_ for bolt-in replacement, whereas a set of plastic adapters is just as effective.
I installed them (C$300 for a pair from Crutchfield in 2017) and one of the door speakers seized up within 5 years this spring.
So I had to replace, and replaced both sides with Infinity Primus 6.5" from Crutchfield.ca, which adds in you ALL the extra bits you need to install in the 4runner, no charge (door adapter, wire adapter, tweeter wire adapter, tweeter mount place.)
Shop charge should be an hour to install either option, it is not hard or labour intensive. You can do it yourself easy.
