My thought is if the engine compartment wiring harness has the connector, why would not the cabin side have it? I checked the fuse box. There is no fuse, however, spade connectors are visible.
So, having stated all of this, would it be possible to add a harness if cannot locate the cabin side harness?

High current accessories, such as wiper heaters, always use a relay, so check to see if you have the relay. Best way to proceed is to get the wiring diagram for the wiper heater system, then do continuity checks from the existing wiring plug, relay, power source and the switch location.
Don't know if they have changed anything between years, but my 2018 4Runner has the switch for the wiper heaters on the panel to the left of the steering wheel.
