2011 4Runner Limited

The horn on my steering wheel does not want to work.
The steps I have gone through,

1) Replaced the fuse
2) Swapped the relay with another
3) Checked for plugs and wiring

Still no change, the steering wheel controls all work, the panic button works and the alarm goes off. I did notice that there is no clicking of the relay when I hit the horn on the steering though.

Do all those indicate that it is a Clock Spring that needs to be replaced?

With a 2011 chances are pretty good that your clock spring is the culprit. However, there are a couple things you can still check. I'd first try to operate the horn while turning the steering wheel back and forth. If you can get it to work in some spots you can prove the clock spring bad. You can also use a meter and check for voltage at the horn connectors and work your way back to the fuse. Or, you could do a continuity check from the fuse to the horn or the horn switch in the steering wheel pad - or both.

There are past threads on this issue; including how to change the clock spring and where to get one without paying big $ to Toyota. I guess that info is still valid and should show up in a search on this site or in the stickys.

Caution should be exercised when working around the drivers side airbag. Disconnect the battery and wait some time before digging in. The electrical diagrams in the maint manual for the 2010 4Runner posted by Nashman and referenced in the stickys should work for your 2011. If not you could pay for a short term subscription to Toyota and download the drawings and procedures you need.

There was someone on here recently with a gen4 model with the same problem. Before you go diving into the belly of the beast, take a voltage reading on the wire(s) going to the horn(s). He had 12 volts there. He bought 2 new horns and he was back in business. I had an old 91 Camry, bought a relay and chased fuses and what not. I checked the voltage at the horns and it was there. New horns solved the problem

Always make sure you have voltage where you need it, work backwards from there if you don't.
