You used to be able to do it on earlier generation 4Runners with no special tools, but I believe the 5th Gen requires you to tap into the 4Runner's Brain. You'll can ask the dealer to do that for you, or if they charge you (mine wanted $100 to do any Dealer programming) pick up an Obd2 dongle like Carista. It will allow you to turn off the seatbelt dings, as well as a whole number customizations like make the turn signal click louder or a different sound, open all windows with a long remote button push, etc. It's $30 for the adapter and the smartphone app, and includes one free month of the app use.
