If this is true, then I suppose the small cam lever is intended to assist in holding the arm in place while closed and to reduce rattle, but the lion share of the effort to actually keep the arm closed during vehicle movement will fall to the hinge catch, correct?
Is there any way to LOCK that arm in the closed position via a pin, etc. holding either the hinge catch or the other cam lever in place, or is one even necessary? I guess I want to be sure that thing can't get underway without permission and at an inopportune time.
Thanks again!

The T-handle on the spindle will lock it open and shut as you have mentioned. This is more of the backup to the primary piece, the 2nd, and 3rd images.
The design uses this handle (picture below) to lock and keep the arm shut and secure. There should be zero movements or rattling.
Hopefully, this helped answer your question. Or if you already reached out to Saker, Thanks!
