To me, that sounds like an amazing first offer for a 10 y/o SR5 4Runner. We paid $38.3K for our brand new 2020 TRD ORP back in July 2020.
You can search private party and trade-in values on the NADA and KBB websites. KBB says that your 4Runner is worth $22K in the private party market. But KBB is a bit lower than NADA. I didn't look up NADA yet. If you try and push that offer number higher, you'll really need to provide more than one piece of proof that the market is higher than what they are offering.
