You can tell the difference by the shape of the heat sink on the back; the first one has a smaller, round heat sink, while the latter has a larger finned heat sink. The first is made in Mexico and is known for reliability issues. The latter is made in Japan and is much more reliable.
If you have voltage on the plug that goes into the fogs, your only recourse is to replace the entire fog light; fairly easy to do through the wheel well. All OEM fog light styles, including the older halogen fogs, are interchangeable.
