I run an aluminum 500-Lb rated carrier from Northern Tool that mounts level with the receiver. If you want something with higher ground clearance you could run a fold up adapter or a receiver offset adapter to gain some more ground clearance. Personally I haven't had any issues driving no maintenance mountain roads with the receiver dragging.
Bought this one at Harbor Freight 8-9 year ago, its had elk/deer and multiple antelope on it a bunch of times and still going strong. Sits up pretty high, never had any issues with it getting in the way either.

That will work Thanks what is its size Length and width. That is exactly what I want to do with it.
I think its something like 22" wide and 48"-49" long. Its supposed to be rated for 500# but not sure I'd put that much on it. I've had 3-4 antelope piled up on it a couple times and a spike elk which just fit. They still sell it at Harbor Freight for around a $100 bucks so not a bad investment.
Once you assemble the aluminum Harbor Freight one hit all the steel nuts and bolts with a shot of silver spray paint to keep them from rusting.
We love ours, great on beach trips, keeps the umbrellas, beach chairs, boogie boards, smaller cooler, and beach cart out of the back of the 4runner and frees up that space for luggage.
