1. Atrac will only work when you are in 4WD. The light on the dash should come on when you press the ATRAC button. The slip indicator on the dash will flash if a wheel is spinning.
2. There are lots of suggestions for shocks and lifts on the forum. Use the search engine to find them. How much you spend depends on your budget and what you want to do with your 4Runner. I do some of the most difficult off road trails in western Colorado (Alpine loop and surrounding) and have needed only a modest spacer lift and OEM shocks. I do have BFG KO2 load range E tires, OEM TRD skid in front and RCI skids behind that.
