Some water will always get past the weather strip at the bottom of the window. If you have a lot of water in the tail gate, it is not due to the weather strip, but rather due to the drains at the bottom of the door. Your drains are clogged. Clean them out so the water will drain out. If you open the hatch, you can easily see the three drains at the bottom.
Your biggest worry should not be electrical, but rather rust. See:
