Balance and alignment - wheel still shaking, turned to right

I have a 2015 4Runner 102k miles with aftermarket wheels with factory size tires and Spideretrax spacers. Seems like Disc Tire cant get them balanced. Had an alignment done at Brakes Plus as steering wheel was off a little to the right. Now it seems that the steering wheel is off by more and my steering wheel shakes at 55-65 mph. Shakes slightly while braking. I had both shops do their thing 2-3 times. They said their machines are showing in the green.

Not sure what to do now. Do I have to take it to Toyota and spend whatever to get this figured out?

Shaking when braking may be caused by a warped rotor, but get the shaking without braking solved first. Could be something loose or worn such as ball joints, tie rod ends, bushings.
