2024 4Runner Fobs

I purchase a used FOB with a new blank door key on eBay that has the same FCC number as mine. When I spoke to a local locksmith who has the equipment to program them, he told me a fob previously programmed to another vehicle cannot be re-programmed to another.

Can anyone verify to dispute that?

If so, that sucks.
