High Beam Confused...

I've read J.A.'s write up and others here regarding the Fog Light mod. What I can't understand is why there's a part 2 for the high beam issue. After the mod part 1 isn't the fog light relay now powered anytime the ignition is on, thus the fog lights should operate regardless of low/high beam selection?

If we perform mod 2, do we lose the auto-off feature of the headlights after we take the key to off? (I read - but can't find it again - a thread mentioning that after this mod the auto-off feature is nullified).
