This Makes no sense

So i have ready every post on here and on yotatech that has anything to do with rear anti lock, story is my rear anti lock light is on. I know it doesnt affect normal braking but i thought i would take a look at it and see whats up. So i found in the service manual that i can check the codes and see whats wrong, so i jumped the Tc and E1 pins on the DLC and the rear anti lock light just stays on. It does not blink the normal code which is like 2 blinks every second or whatever which means everything is fine, and nor does it blink a malfunction code. and everything ive read says that if it just stays on while i jump the Tc and e1 pins but will go off if i unplug the abs module and relay it means that the abs module is bad.

So i went to the junkyard and grabbed another module and relay and same thing happens, light comes on right away, and when checking codes it doesnt blink at all and it just stays on. And yes my rear sensor is fine, it is brand new and all wiring checks out fine. So maybe i have another bad module. So only thing manual says is if there is a a malfunction code or if everything thing is fine it should be blinking regardless, if module is bad it will just stay on. Soooo.....any ides anyone

Mine has been on for years, I tried the same thing, swapped in a new module off ebay, no luck. Braking is just fine.
