Revving and shifting issues with 1993 T4R 4x4 V6 w/ auto A340H Trans

Hey whatsup guys I recently picked up a 93 automatic T4R off my buddy, its got quite a few problems.

To start, it will religiously not rev past 4,000rpm but usually it wont pass 3,500rpm, and if I hold the throttle there it starts to sound similar to hitting the rev limiter, the valves were adjusted 10,000mi ago but I can easily hear them, also it sounds like the timing belt is loose/ rubbing, would this indicate its going out?

Right now it is throwing code 25, what process do you guys recommend to fix this, also Is there a code for a clogged catalytic converter?

*****UPDATE **The auto trans is actually pulled from an old Tacoma or toyota pickup, is the model number easily visible, and what else will this complicate??******* trans will shift into reverse, 1st->2nd gear, and into 4wd but nothing more, I remember being told this is likely a shifter solenoid issue.

Also the factory EGR vacuum modulator melted and I replaced it with a new one which then melted again. I have been informed that this is likely a failed/clogged catalytic converter or the egr valve is broken, the exhaust smells like it maybe will pass smog. I did replace all the vacuum hoses but noticed no changes.

Im trying to keep this build as low cost as possible since I bought the truck for $200
Any help is appreciated!!

First of all there is not a scanner for these models. You have to use a jumper wire under the hood between 2 terminals, and count the engine light blinks to translate the codes. I believe it is terminals E1 and TE1 that need to be jumpered. You can then turn the key to the ON position to count the blinks.

How about some basics?
You've bought a used vehicle. It's all great that someone can tell you the valves were adjusted, but if you can actually hear them, that doesn't matter.
Go back and check your timing... do a tune-up... get the basics out of the way. Jump into the valves and adjust them if you think you can do the job.
And basics... do your research, get a copy of the FSM, and learn how this engine thinks. Then you'd know there isn't a scanner for it, and you'll learn what sensors and stuff have to see for it to come to life.
By the way... timing belt sounds loose? I'm not sure how that sounds, and I'm not sure how it could run if it was. But, all of that aside... IF it's loose, that's a MAJOR cause of driveability issues.
After my 30+ years of wrenching, I'd love to be able to know what that sounds like...

$200! That means you have a ton of cash to spend on the project, not the other way round.

So I bought the fsm off ebay for my truck and it's a bible of info. I remember having to replace a shifting solenoid on my a340h as well as the neutral safety. First thing being first, I'd drop the pan and see what's in the pan, do a filter service, and make sure it's got correct type fluid, etc.

Mine started doing the same thing a couple of months ago. I picked up the 3 solenoids off eBay for $60.
It is only intermittent so waiting for the weather to warm up to drop the pan, I will also replace the transmission filter at the same time.

With some searching you can find the fsm as a download, a lot of sites have been taken down but you can still find it
