What does this "altered" sticker mean?

Backstory: I was on craigslist searching for a wiring harness and ecu for my 88 project and ending up buying a another 88 for 500 bucks. It is solid other than a few exterior issues but was "sunk in a deep mud hole, sucked up some water and overheated about 10 years ago and has sat ever since" according to PO. Other than missing the oil drain plug😖, it is all there and pretty solid. Now I have two 500 dollar 88s to make one good hopefully.
My question is, what the heck is this sticker on the lower drivers b pillar? It is dated (obscured in photo) the same month it was sold.

My guess is some mods or accessories were added at the port when in came into the US. Could be as simple as adding A/C. Back in 88 I was working at a Nissan dealer and we installed air on about half of the pickups and sentras that were sold. And plenty were done at the port as well. Something about saving on tariffs by leaving off certain equipment.

I think I figured it out! So will leave the thread as an FYI.
My search led me to a thread on Yotatach...

"The "mods" made at the Port of Baltimore were almost assuredly the insertion of a rear "bench" set (or possibly an OEM split rear seat)

During the 1980s trucks were under one tariff, and "cars" (aka 4 seats) were a more expensive tariff.
So it was common for the 4Runners to be imported as a "truck" (aka 2 seats) and "converted" to a SUV in the USA - avoiding the tariff."
