5 Volts on IGT at ECU?!

Hey all, I have a crank no spark no start issue I've been tracking for over a week now. You can read the full story here:

I've ran out of things to test and try to get this thing to fire, and today I was trying the last of the things I can think to test, since everything has tested good, and I've not really seen any obvious issues. I tested the voltage on the black/blue wire at the Igniter, and got ~3-5V while cranking, which to my understanding is really high, as it should be 0.7-1V. I also tested at the ECU, and while cranking I was seeing about the same, with an upwards of 7V. This tells me the ECU is bad, which is the last thing I expected.

I am getting a code 14, and that code has been there for a while, even when it ran. The original 400K mile igniter died six months ago, and I'm wondering if maybe the ECU killed it with the high voltage? Truck completely died a little over a week ago now, and since everything else I've tested it good, is it safe to assume the ECU is bad? Looking for any advice or opinions as to what could be wrong here.
