O2 Sensor Gasket rusted to Mounting Plate

In the middle of replacing my O2 sensors. I'm not in the rust belt, I'm in Vancouver, Canada, so some rust. Just got the first in off and it seems like the gasket is rusted to the mounting plate. I got of what I could, but the rest is not budging. Any thoughts on how to proceed? Do I need to clean it off completely?

I'd take a wire wheel to it and then use a new denso gasket that comes with the Denso O2 sensor.
