Exclamation HELP Carpet removal on an 88 4runner

I have a 1988 4runner DLX. I'm putting in a roll-in bedliner into the whole thing, passenger and cargo area. My question is, when I took the carpet off the passenger area, I found this wierd black stuff stuck to the metal. It's like a kind of hard sound-proofing/lineX type stuff.

Will this have to come out before I can put down the liner?

It doesn't have to, but if it's cracknig and chipping off you may want to.

Nope it's fine. Just remove all dirt and oil so the bedliner will stick. I did my 4runner and am very pleased with the results
