Cruise Control revs high and won't shift correctly

I have a 95 T4R- 3.0 auto 2wd. The cruise control engages, but usually shifts up and runs about 3k and won't shift back down no matter the grade. The throttle pedal goes in and out and the car jerks and accelerates and decelerates. It'll maintain speed but has an awful way of doing it. Has anyone had a similar experience? What's the fix? BTW- it came with 225s, and I have 30x9.5 tires on there now..
