A short block is just the block with all it's internals installed (crank, bearings, rods, pistons and rings, etc). You supply new or reuse everything else from your old engine, head(s), intake + exhaust manifolds, cam/valves/lifter/etc, timing belt/chain, oil pump, water pump, oil pan, etc.
A long block adds the head(s), cam/valves/lifter/etc, timing belt/chain, oil pump.
You add your old manifolds, water pump, carb or EFI setup, oil pan, etc.
