can a 22RE block be used to rebuilt 22RE-T?

I know the pistons and rods are RE-T specific, but can a regular RE block be used? I heard you can just drill and tap the turbo return stuff on the block, is it true? My 4runner is running like a champ but just want to be prepared.

You are correct, a 22RE can be prepped just a like a RTE block. The oil return boss will need to be drilled and you can pull the plug from the passenger side oil passage that hides under the motor mount for oil feed. If you are going with a water cooled turbo you can get creative with t fittings and have a clean coolant feed and return. One thing to be wary of is your compression. If you are using low compression turbo pistons you will be fine with the 22RE head if you are running stock boost (6-8 psi.) Anything more than that and you will want a lower compression head a la 22RTE head casting.
